最初の反撃、invasion of Iraq を D-Day としている。 もはやEast versus West ではなく the World of Order versus the World of Disorderだ。また、がんこなフランスに変わり、ロシアの台頭が顕著になりつつある。そして安全保障の主たる舞台は北大西洋ではなく、中東にシフトしている。米国はアフガンやイラクの「国際化」を試みている。international legitimacy なしで戦争を実行することだけでも大変なのに、それなしで国家再建することはもっと大変。つまり、イラク後の平和維持に必要なのはmultilateral, legitimateで、それは NATOに立ちかえり、some Arab and Muslim armiesと協力していくことで成り立つだろう。By THOMAS L.
